Tonight I&#8217;m here to surprise a man of esteemed local importance\u00a0with my big red book. \u00a0He began his glittering political career as a trade unionist, became Mayor of Sandwell and is now an Honorary Alderman. <strong><span style=\"color: #ff0000;\">Yes Tonight MARTIN JOHN PRESTIDGE, (LORD LANGLEY),<\/span><\/strong><\/p>\n<p><span style=\"font-size: 18pt;\"><strong>THIS IS YOUR LIFE.<\/strong><\/span><\/p>\n<p><iframe loading=\"lazy\" width=\"640\" height=\"480\" src=\"https:\/\/www.youtube.com\/embed\/tzNRRoPus14?feature=oembed\" frameborder=\"0\" allowfullscreen><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>At Trinity Street Towers they have special &#8220;friends&#8221;. It&#8217;s the way it&#8217;s always been- there are\u00a0clear political associations. \u00a0One of them over the last 40 years has been one Martin John Prestidge- ex councillor, sometime Mayor of Sandwell and now Alderman Prestidge.<\/p>\n<p>Mr Prestidge likes to detail his extensive local Government dealings and affairs via social media, and so it is possible to piece together his entire life\u00a0story on the internet- all written by himself. <strong>THEY ARE HIS WORDS<\/strong>. We&#8217;ve been at this for some time before putting together this special tribute- Firstly he explains his distinguished career- please take note of the timescales as they are important to the life of Rattlechain lagoon- we&#8217;ll get to that in a moment. All words are his own, they have just been reordered.<\/p>\n<p>Young Martin in 1963<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-6539\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/03\/1491656_10205828936190897_1841421866763914828_n.jpg\" alt=\"1491656_10205828936190897_1841421866763914828_n\" width=\"162\" height=\"241\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><em><span style=\"color: #ff0000;\">&#8220;I first stood for election as a Councillor as a brash 24 year old in 1967. I stood for the Brandhall Ward of the former Warley Council. Warley had been formed in 1966 as an amalgamation of the former Smethwick County Borough with Oldbury ,a Municipal Borough in Worcestershire and Rowley Regis, a Municiplal Borough in Staffordshire.<\/span><\/em><\/p>\n<p><em><span style=\"color: #ff0000;\">We lost every seat.&#8221;<\/span><\/em><\/p>\n<div id=\"attachment_6597\" style=\"width: 401px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-6597\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-6597\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/882020_10200894909243307_1004183826_o.jpg\" alt=\"882020_10200894909243307_1004183826_o\" width=\"391\" height=\"538\" \/><p id=\"caption-attachment-6597\" class=\"wp-caption-text\">&#8220;Progress&#8221; font-size: medium;\">I was first elected as a Councillor in May 1971 for the Rounds Green Ward of the former Warley County Borough Council <\/span><\/span><span lang=\"EN\" style=\"font-family: Arial Black;\"><span style=\"font-family: Arial Black; font-size: medium;\">which had been formed as part of the 1966 Local Government Reorganisation from the former Boroughs of \u00a0Oldbury ,Smethwick and Rowley Regis in the Black Country.<\/span><\/span><\/em><\/p>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><em><span style=\"color: #ff0000; font-size: 12pt;\">Another Local Government Reorganisation followed in 1973 and I was elected to the new Sandwell Council, which was a merger between Warley and the neighbouring Borough of West Bromwich, which itself was a merger between West Bromwich and the smaller nearby Boroughs of Tipton and Wednesbury.<\/span><\/em><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><em><span style=\"color: #ff0000; font-size: 12pt;\">I was also elected to the West Midlands County Council <\/span><\/em><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial Black;\">from 1973. <\/span><\/span><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><em><span style=\"color: #ff0000; font-size: 12pt;\">I left Sandwell Council in 1975 ,but\u00a0remained a Member of the West Midlands County Council until its\u00a0abolition by Margaret Thatcher in 1986.<\/span><\/em><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><em><span style=\"color: #ff0000; font-size: 12pt;\">After a years break, I returned to Sandwell as the Member for Langley in 1987 ,where I live and have been relected at every election until my retirement.<\/span><\/em><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><span style=\"font-family: Arial Black; font-size: 12pt;\">I served as Mayor of Sandwell in 2003-4.<\/span><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><em><span style=\"color: #ff0000; font-size: 12pt;\">I retired as the Labour Councillor for the Langley Ward of Sandwell Council \u00a0 in May 2011 after nearly 40 years as an elected Member. I decided to finish, not because \u00a0I didn&#8217;t enjoy representing Langley people any more or because at the age of 68 ,i felt that I was past it. I felt that I wanted more time to engage in the Local Community and to depart gracefully from the Council before I became too boring.<\/span><\/em><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><strong><span style=\"font-size: 12pt;\">\u00a0<\/span><\/strong><\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\">\n<p><em><span style=\"color: #ff0000; font-size: 12pt;\">Why did I decide not to continue? One reason was advancing years, I was 68 last birthday, mainly though\u00a0 because I wansted\u00a0 (sic) to retire while I was still making a useful contribution, but also because I wanted to spend more time doing some of\u00a0 the\u00a0 things in\u00a0 the community ,which I wanted to do, without the responsibility of attending some of the meetings. In short, to have more time for politics as Tony Benn put.<\/span><\/em><\/p>\n<p><em><span style=\"color: #ff0000; font-size: 12pt;\">Do I regret my decision? ,No ,Do I miss\u00a0 it? ,not a lot . I continue as a Labour Party activist and hope to do so for many years into the future.&#8221;<\/span><\/em><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-6604 size-full\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/73636_1642625673823_321992_n.jpg\" alt=\"\" width=\"720\" height=\"540\" \/><\/p>\n<p>&nbsp;<\/p>\n<div id=\"attachment_6599\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img aria-describedby=\"caption-attachment-6599\" decoding=\"async\" loading=\"lazy\" class=\"wp-image-6599 size-full\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/11076702_10206511402492128_8766631808978210520_o.jpg\" alt=\"Upsy daisy\" width=\"1024\" height=\"768\" \/><p id=\"caption-attachment-6599\" class=\"wp-caption-text\">Upsy daisy- On the knocker, up the Cakemore (Martin far right),<\/p><\/div>\n<\/div>\n<div style=\"text-align: left; line-height: 20px; font-family: Georgia, 'Times New Roman', serif; font-size: 13px; display: block;\"><\/div>\n<p style=\"background: white; margin: 0cm 0cm 0pt; line-height: 18pt;\"><span lang=\"EN\" style=\"color: black;\"><span style=\"font-family: Arial Black; font-size: medium;\">\u00a0JUST TO RECAP&#8230;&#8230;&#8230;<\/span><\/span><\/p>\n<div style=\"background: white; margin: 0cm 0cm 0pt; line-height: 18pt;\">\n<div style=\"background: white; margin: 0cm 0cm 0pt; line-height: 18pt;\">\n<p><strong><span style=\"font-size: 12pt;\">&#8220;I did not stand for re election this May as a Councillor for the Langley ward, of Sandwell ,which I have represented since\u00a0 1987 ever since the demise of the West Midlamds\u00a0 (sic) County Council\u00a0 ,of which I was a member for the whole of it\u2019s existence (1973 to 86) , before that\u00a0 I had been a member of Warley CBC fron\u00a0 (sic) 1971 to 1974,and Sandwell from 1973 to 1975.,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: 12pt;\">During that period, I saw an awful lot of changes and relly (sic) enjoyed representing local People to the best of my ability.&#8221;<\/span><\/strong><span lang=\"EN\" style=\"color: black; font-family: Arial Black;\"><span style=\"font-family: Arial Black; font-size: medium;\">\u00a0<\/span><\/span><\/p>\n<\/div>\n<\/div>\n<p>So that might be the end of the story, a distinguished career in Local Government, as well as 50+ year stint\u00a0as a socialist Labour\u00a0activist. \u00a0But that isn&#8217;t the end of the story. Let&#8217;s take a closer look at what MJP was doing in 1977 in The Queen&#8217;s Silver Jubilee year as part of the wretched West Midlands County council, which to reemphasise, he was part of for the whole of its existence between 1973-1986. WMCC was\u00a0the waste management authority which passed the &#8220;contentious licence&#8221; <a title=\"SL31\" href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=165\" target=\"_blank\">SL31<\/a> for Albright and Wilson&#8217;s Rattlechain lagoon, as well as the equally contentious <a title=\"Gower Tip\" href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=5300\" target=\"_blank\">Gower tip, SL32 <\/a>in 1977.<\/p>\n<div style=\"width: 226px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/upload.wikimedia.org\/wikipedia\/en\/d\/d9\/Westmidsarms.PNG\"><img decoding=\"async\" loading=\"lazy\" src=\"http:\/\/upload.wikimedia.org\/wikipedia\/en\/d\/d9\/Westmidsarms.PNG\" alt=\"File:Westmidsarms.PNG\" width=\"216\" height=\"220\" data-file-width=\"216\" data-file-height=\"220\" \/><\/a><p class=\"wp-caption-text\">The Dodo WMCC logo<\/p><\/div>\n<p>For not only was the younger Martin on the council at this time, but he was also on the Waste Disposal and Pollution Control Committee\u00a0 that oversaw the creation and issuing of the said licences, as well as a string of others that continue in one form or another to blight the borough of Sandwell and beyond into the distant future- <strong>BY VIRTUE OF THEIR CONTAMINATED EXISTENCE<\/strong>. \u00a0He was also on a sub committee of that group (Joint negotiating sub-committee (waste disposal) of personnel and administration)-<\/p>\n<blockquote><p><strong><span style=\"color: #ff0000;\">NB. Martin Prestidge has clarified in writing<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\">\u00a0&#8220;THE LATTER DEALT MAINLY WITH PERSONNEL AND ADMINISTRATION MATTERS. AT NO TIME WAS I PERSONALLY INVOLVED WITH NEGOTIATIONS WITH ANY COMPANY CONCERNING THEIR APPLICATIONS. &#8220;<\/span><\/strong><\/p><\/blockquote>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan00021.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6621\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan00021.jpg\" alt=\"scan0002\" width=\"1363\" height=\"1770\" \/><\/a><\/p>\n<p>Minutes of the December 22nd 1977 committee reveal those councillors serving, as well as declarations of interest by those county councillors. MJP was at the meeting that afternoon. The Rattlechain site licence was on the agenda of the supplementary report of the county waste disposal officer as item <strong>4b<\/strong> with the Gower tip on the agenda as item <strong>4c. An non-pecuniary interest for item 4a only is recorded by Cllr Prestidge- <\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\">MARTIN PRESTIDGE HAS CLARIFIED<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\">&#8220;THE SITE WAS OWNED BY ACCLES AND POLLACK, WHERE I HAD BEEN EMPLOYED SOME TEN YEARS OR SO PREVIOUSLY. NO PERCUNIARY INTEREST EXISTED.&#8221;<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #0000ff;\">If anyone has any info on the other councillors on the committee at this time please get in touch<\/span><\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0003.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6616\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0003.jpg\" alt=\"scan0003\" width=\"1563\" height=\"2122\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0006.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6622\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0006.jpg\" alt=\"scan0006\" width=\"1616\" height=\"2328\" \/><\/a><\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0007.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6623\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0007.jpg\" alt=\"scan0007\" width=\"1637\" height=\"2229\" \/><\/a><\/p>\n<p>Note, as we have pointed out before, the report clearly states that the site has been in use <strong>&#8220;since 1942&#8221;,<\/strong> when the production of <a title=\"AW bombs\" href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=135\" target=\"_blank\">AW bombs <\/a>had ceased at Trinity Street, and the storage of these useless weapons would be an issue.<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0008.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6624\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0008.jpg\" alt=\"scan0008\" width=\"1608\" height=\"2085\" \/><\/a><\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0009.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6625\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0009.jpg\" alt=\"scan0009\" width=\"1477\" height=\"2237\" \/><\/a><\/p>\n<p>The Mitco lagoon site is another notorious\u00a0HAZARDOUS WASTE SITE\u00a0that was propagated by\u00a0 West Midlands county council, and the fact that the licence appears to have been passed by just <strong>one person<\/strong>, the chair, shows just how\u00a0 unscrutinised the process was. The site today is <a title=\"Effluent disposal ltd\" href=\"http:\/\/brownhillsbob.com\/2010\/05\/27\/the-effluent-society\/\" target=\"_blank\">still largely unusable for anything concerning housing<\/a>, despite the political class pouring fat on the fire regards building on &#8220;brownfield sites.&#8221;<\/p>\n<p>In the report concerning rattlechain, the draft licence condition 30 limiting the life of the site to 1985 is waived in favour of being without restriction. At this point Councillor MJP is one of three declaring that their names be recorded against this decision.<\/p>\n<p><strong><span style=\"color: #ff0000;\">MARTIN PRESTIDGE HAS MADE THE FOLLOWIING COMMENT CONCERNING THIS<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\">&#8220;THE WEST MIDLANDS COUNTY COUNCIL WAS CONSERVATIVE CONTROLLED IN 1977 AND THE LABOUR MEMBERS OF THE COMMITTEE VOTED FOR A MORE LIMITED CONDITION THAN WAS GRANTED BY THE CONSERVATIVE AND LIBERAL MEMBERS.&#8221;<\/span><\/strong><\/p>\n<p>We would however point out that the\u00a0Labour party\u00a0 controlled the council from 1974\u201377, with the Conservatives controlling it 1977\u201381. It reverted to Labour control for the last term 1981\u201386. Therefore for the creation of the licence and subsequently after it had been passed, the Labour group made no changes to the conditions on the licence.<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/interest.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6619\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/interest.jpg\" alt=\"interest\" width=\"1552\" height=\"2109\" \/><\/a><\/p>\n<p>So a former Sandwell councillor was on a committee that passed a dodgy site waste licence, in fact many of them.\u00a0 Links that\u00a0MJP had with Albright and Wilson&#8217;s and later Rhodia&#8217;s fortunes\u00a0are relevant during this subsequent period of Labour control of the council- <strong>for clarity 1981-1986<\/strong>.\u00a0\u00a0To explain, Councillor Prestidge celebrated his 40th wedding anniversary on\u00a0 11th January 2015. He was therefore married to his wife in <strong>1975.<\/strong><\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0022.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-6646 aligncenter\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0022.jpg\" alt=\"scan0022\" width=\"492\" height=\"616\" \/><\/a><\/p>\n<p>His wife Mary was employed at the Trinity Street site as a\u00a0secretary to the site manager at the company (Albright and Wilson) for many years (<strong>he states 30<\/strong>) before she retired.<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0020.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-6647\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2015\/04\/scan0020.jpg\" alt=\"scan0020\" width=\"1440\" height=\"1422\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>In his final declaration as councillor dated May 12th \u00a02010, the\u00a0he states that his wife is a pensioner of Rhodia consumer specialities Limited. The whole time Hinton (Mr) yawned repeatedly and loudly as I spoke, which left me not only feeling that he was the rudest man I had ever met, but that it was perhaps a novelty to get someone actually turn up at one of their gigs and they wanted shot to eat more cake.
