It was granted on <a title=\"decision notice\" href=\"http:\/\/webcaps.sandwell.gov.uk\/publicaccess\/files\/9C07F5A54DC48B35F557D5B2D94D763D\/pdf\/HS034-DECISION_NOTICE_COND_HAZARDOUS_SUBSTANCES-339663.pdf\" target=\"_blank\" rel=\"noopener\">10\/9\/2008.<\/a><\/b><\/p>\n<p>For some reason, Sandwell Council appear to have not uploaded the committee report or the application form when amending their planning website. of this plan involved <a title=\"Call Tom\" href=\"http:\/\/webcaps.sandwell.gov.uk\/publicaccess\/files\/6C3B206A30B10E79D0A7414DD260DB54\/pdf\/HS034-CLASSIFIED_ADVERTISEMENT__EXPRESS___STAR_-326965.pdf\" target=\"_blank\" rel=\"noopener\">contacting Rhodia <\/a>for more information.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 24pt;\"><strong><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2013\/05\/HS034-CHROMIC-ACID.pdf\">HS034 CHROMIC ACID<\/a><\/strong><\/span><\/p>\n<p><b>Chromic acid \u2013carcinogenic, very toxic by inhalation and toxic in contact with the skin and in the aquatic environment = Maximum of 10 tonnes\u00a0 (double the existing dose)<\/b><\/p>\n<p>Rhodia submitted the above safety data sheet with the application.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 24pt;\"><b><a title=\"Proban STi\" href=\"http:\/\/webcaps.sandwell.gov.uk\/publicaccess\/files\/4AE3363DB9574CCD6EEA0D0C5E6B4252\/pdf\/HS034-SAFETY_DATA_SHEET__PROBAN_R_STI_-326963.pdf\" target=\"_blank\" rel=\"noopener\">ProbanSti<\/a> <\/b><\/span><\/p>\n<p><b>&#8211; an aqueous solution used as a flame retardant in the textile industry and toxic to aquatic organisms = Maximum 1000 tonnes.<\/b><\/p>\n<p>Rhodia&#8217;s own safety Data sheet for this chemical identifies that it is<\/p>\n<ul>\n<li><strong><span style=\"color: #ff0000;\">HARMFUL IF SWALLOWED<\/span><\/strong><\/li>\n<li><strong><span style=\"color: #ff0000;\">CORROSIVE. CAUSES BURNS.<\/span><\/strong><\/li>\n<li><strong><span style=\"color: #ff0000;\">DANGER OF SERIOUS DAMAGE TO HEALTH BY PROLONGED EXPOSURE IF SWALLOWED.<\/span><\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2013\/05\/HS034-DIISOBUTYLENE.pdf\"><span style=\"font-size: 24pt;\">HS034 DIISOBUTYLENE<\/span><\/a><\/p>\n<p><b> a clear colourless liquid that is extremely flammable producing carbon monoxide and carbon dioxide on combustion.= Maximum of 35 Tonnes<\/b><\/p>\n<p>We objected to this proposal on the basis of Rhodia&#8217;s poor safety record at this site, and their continued ignorance of bird mortality at Rattlechain lagoon. For this Principal planning officer Tony Rice commented that this was not related to this application. Unfortunately Mr Rice also submitted a rather dismal attempt to the planning inspectorate in 2003 concerning a planning appeal\u00a0which allowed houses to be built next to rattlechain lagoon. He described the bird deaths as &#8220;myths&#8221;.<\/p>\n<p><b>THIS APPLICATION WAS APPROVED ON A SPLIT DECISION AT SANDWELL COUNCIL\u2019S PLANNING COMMITTEE. AS CHAIR OF THE COMMITEE, IT\u00a0FELL UNFORTUNATELY FOR HER, TO\u00a0GP DR ANN JARON TO\u00a0CARRY THE CASTING VOTE FOR APPROVAL HER COUNCIL <a title=\"Dr Yes\" href=\"http:\/\/cmis.sandwell.gov.uk\/cmis5\/Document.ashx?czJKcaeAi5tUFL1DTL2UE4zNRBcoShgo=NBSfbSFm6TMjCvvdH%2b9JcXJ6JG6cu4xCkxiR5PHdzSpfoPjDtVssOg%3d%3d&amp;mCTIbCubSFfXsDGW9IXnlg%3d%3d=hFflUdN3100%3d&amp;kCx1AnS9%2fpWZQ40DXFvdEw%3d%3d=hFflUdN3100%3d&amp;uJovDxwdjMPoYv%2bAJvYtyA%3d%3d=Gc0rC33vLgc%3d&amp;FgPlIEJYlotS%2bYGoBi5olA%3d%3d=NHdURQburHA%3d&amp;d9Qjj0ag1Pd993jsyOJqFvmyB7X0CSQK=ctNJFf55vVA%3d&amp;WGewmoAfeNR9xqBux0r1Q8Za60lavYmz=ctNJFf55vVA%3d&amp;WGewmoAfeNQ16B2MHuCpMRKZMwaG1PaO=ctNJFf55vVA%3d\" target=\"_blank\" rel=\"noopener\">DECLARATION PAGE <\/a>LISTS TO BEING A MEMBER OF FRIENDS OF THE EARTH AND GREENPEACE. <\/b><\/p>\n<p><b>THIS IRONY PERHAPS UNDERLINES WHAT LITTLE REGARD IS GIVEN TO DETERMINING THE HEALTH IMPACTS ASSOCIATED WITH EXPANDING THE RANGE OF SUCH TOXIC AND HAZARDOUS CHEMICALS AT THIS SITE. <\/b><\/p>\n<p><strong><span style=\"color: #ff0000;\">JUST 3 MONTHS LATER\u00a0A MAJOR CHEMICAL FIRE\u00a0HAPPENED AT THE SAME SITE INVOLVING ONE OF THE HAZARDOUS SUBSTANCES PREVIOUSLY GRANTED APPROVAL BY THIS AUTHORITY AND UNDER THE &#8220;GUIDANCE&#8221; OF THE HSE.<\/span><\/strong><\/p>\n<p><a title=\"Reuters\" href=\"http:\/\/www.reuters.com\/article\/2009\/01\/02\/britain-fire-idUSL233367420090102\" target=\"_blank\" rel=\"noopener\">International news<\/a><\/p>\n<p>There were probably several red faces that day, and not just those affected by the chemical fallout from this plant.
