{"id":14570,"date":"2022-07-16T18:59:35","date_gmt":"2022-07-16T18:59:35","guid":{"rendered":"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=14570"},"modified":"2022-07-16T18:59:35","modified_gmt":"2022-07-16T18:59:35","slug":"hs041","status":"publish","type":"page","link":"https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=14570","title":{"rendered":"HS\/041"},"content":{"rendered":"<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2013\/05\/toxic-tick-tock.png\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-7415\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2013\/05\/toxic-tick-tock.png\" alt=\"toxic tick tock\" width=\"169\" height=\"288\" \/><\/a><\/p>\n<p><strong>HS\/041<\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\">OVERVIEW<\/span><\/strong><\/p>\n<p>This application was entitled <strong>&#8220;<span class=\"caseNumber\">HS\/041\u00a0<\/span><span class=\"divider1\">|<\/span>\u00a0<span class=\"description\">Amendment to hazardous substances consent to vary conditions which specify the vessels\/locations where the prescribed hazardous substances may be present and the amount of hazardous substances to be stored.\u00a0<\/span><span class=\"divider2\">|<\/span>\u00a0<span class=\"address\">Solvay Trinity Street Oldbury B69 4LN&#8221;<\/span><\/strong><\/p>\n<p>It is yet another example of how a very vaguely worded application can bury the types of toxic and flammable chemicals within it making a complete joke of the consents themselves in terms of informing the public as to what is being stored and delivered on their doorstep.<\/p>\n<p>Solvay claim a change in &#8220;establishment operations&#8221; warranted varying two existing HSC&#8217;s &#8211; <a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=1854\" target=\"_blank\" rel=\"noopener\">HS026<\/a>, AND <a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/?page_id=1858\" target=\"_blank\" rel=\"noopener\">HS034<\/a>.<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/hs0411.png\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-14581\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/hs0411-300x100.png\" alt=\"\" width=\"500\" height=\"167\" srcset=\"https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/hs0411-300x100.png 300w, https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/hs0411-768x256.png 768w, https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/hs0411.png 944w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>But under this cover they introduce other substances, thus hiding the new consents within this fake application.<\/p>\n<p>The application form can be read below.<\/p>\n<p>This application was applied for in June 2021, and passed in November of the same year.<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/HS_041-HAZARDOUS_SUBSTANCE_CONSENT_FORM-1134501-1.pdf\">HS_041-HAZARDOUS_SUBSTANCE_CONSENT_FORM-1134501 (1)<\/a><\/p>\n<p>The devil as always is in the detail as to the changes and variations sought to the two existing consents, HS026 and HS\/034.<\/p>\n<p>Explanations in the form detail that this company claim to produce<strong><span style=\"color: #ff0000;\"> 15,000 tonnes of chemicals a year at the site under 6 COMAH regulated plants.<\/span><\/strong><\/p>\n<p>Chromic acid, a carcinogen and highly toxic, as applied for in HS\/020 and HS\/021 and increased by HS\/034 was no longer to be stored on site. This is where the good news ends however.<\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/HS0412.png\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-14585\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/HS0412-300x139.png\" alt=\"\" width=\"500\" height=\"231\" srcset=\"https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/HS0412-300x139.png 300w, https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/HS0412.png 660w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Chromic acid was I believed used in the process to manufacture &#8220;<strong><span style=\"color: #ff0000;\">Accomet C<\/span><\/strong>&#8220;- an Albright and Wilson era surface treatment chemical which also progressed into the Rhodia takeover, as this extract from one of their brochures confirms. This storage plant was demolished <a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2013\/05\/PD_18_01052-DELEGATED_OFFICER_REPORT-975560.pdf\" target=\"_blank\" rel=\"noopener\">under a planning consent in 2018.\u00a0<\/a><\/p>\n<p><a href=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/S2080004-2.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-14597\" src=\"http:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/S2080004-2-300x163.jpg\" alt=\"\" width=\"500\" height=\"272\" srcset=\"https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/S2080004-2-300x163.jpg 300w, https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/S2080004-2-768x418.jpg 768w, https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/S2080004-2-1024x557.jpg 1024w, https:\/\/whatliesbeneathrattlechainlagoon.org.uk\/wp-content\/uploads\/2022\/07\/S2080004-2.jpg 1819w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p>Table A in the HS\/041 application provides the detail of the chemical movers and shakers.<\/p>\n<p>Substances decreasing in storage amounts on site are Octene, Di-iso-butylene, and methanol.<\/p>\n<p>Substances increasing in storage amounts on site are <strong><span style=\"color: #ff0000;\">Acetonitrile<\/span><\/strong> from 5-20 tonnes.<\/p>\n<p><strong><span style=\"color: #ff0000;\">THE NEW SUBSTANCES WHICH ARE NOT MENTIONED IN THE ACTUAL APPLICATION ARE.<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\"><a href=\"https:\/\/pubchem.ncbi.nlm.nih.gov\/compound\/heptane\" target=\"_blank\" rel=\"noopener\">HEPTANE<\/a>&#8211; 20 TONNES<\/span><\/strong><\/p>\n<p>A colourless liquid which smells like petrol. This chemical can cause dizziness and unconsciousness if breathed in for extended periods.<\/p>\n<p><strong><span style=\"color: #ff0000;\"><a href=\"https:\/\/pubchem.ncbi.nlm.nih.gov\/compound\/diisopropylamine\" target=\"_blank\" rel=\"noopener\">DIISOPROPYLAMINE<\/a>&#8211; 5 TONNES<\/span><\/strong><\/p>\n<p>Another colourless liquid with an ammonia like smell.<\/p>\n<p>Also causes dizziness and vomiting orally, as well as burns by all methods of exposure.<\/p>\n<p><strong><span style=\"color: #ff0000;\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Potassium_permanganate\" target=\"_blank\" rel=\"noopener\">POTASSIUM PERMANGANATE<\/a> &#8211; 3 TONNES<\/span><\/strong><\/p>\n<p>This is a common laboratory purple salt reagent which you may remember from school in experiments like titrations.
