For its first 12 years, Sandwell had a two-tier system of local government; Sandwell Council shared power with the West Midlands County Council.<\/p>\n<p>Bordering Sandwell is the <a title=\"Birmingham\" href=\"http:\/\/en.wikipedia.org\/wiki\/Birmingham\">City of Birmingham<\/a> to the east, the <a title=\"Metropolitan Borough of Dudley\" href=\"http:\/\/en.wikipedia.org\/wiki\/Metropolitan_Borough_of_Dudley\">Metropolitan Borough of Dudley<\/a> to the south and west, the <a title=\"Metropolitan Borough of Walsall\" href=\"http:\/\/en.wikipedia.org\/wiki\/Metropolitan_Borough_of_Walsall\">Metropolitan Borough of Walsall<\/a> to the north, and the <a title=\"Wolverhampton\" href=\"http:\/\/en.wikipedia.org\/wiki\/Wolverhampton\">City of Wolverhampton<\/a> to the north-west.
